ATANC – Health Care service Locator (HCSL) Tool.

Describe your idea in one sentence.

A mobile&web based tool that reduces delays for mothers and young people to choose,locate&with ease access a preferred health care facility

How did you come up with the idea? Explain briefly how you identified the need or opportunity?

Due to lack of information about particular healthcare services offered , alternative shorter routes, cheaper and convenient means of access and exact location of health care facilities offering specialty in a certain field of health care e.g. antenatal care, sexual and reproductive healthcare and other medical services, we devised mean of how we can address associated challenges .There is a need for a tool that enables pregnant mothers, young people and other patients to quickly locate, choose and with ease access a health care facility. At the end of it all be able to give feedback about the services received for improvement or complements and commendation to other potential users.

What problem does your idea solve in the market?

Our tool will solve problem of delay . Delay at home is a function of not taking a decision to visit a health facility. Delays on the road occur as mothers cannot find shortest route directions to the health facility & poor means of transport. Delays at the health facility occur as mothers don’t have information about what services are offered at the health facilities, they queue at the health center only to be turned away after long hours of waiting. Mothers are dying,young people are shunning health facilities, there from;- Health centers are over stretched and some services under-utilized

Who are the beneficiaries of your solution and how will they benefit?

The primary beneficiaries are expectant mothers, adolescents & young people and the secondary beneficiaries are all other patients. They will quickly with ease be able to locate & choose a health facility of their choice according to the service it offers and availability of health care workers, thus eliminating delays in service delivery.
Health facilities will gain while planning well for patients.
Lastly government as there will be an increased productivity from a live & healthy population

Why are you convinced your idea will solve the challenge or need?

Currently the rate of penetration of phone usage in Uganda by 2015 had increased to 19.5 million users accounting for 54.2% of the population, People have access to phones, good policy frame works with help desks at the ministry of ICT to consult, the ICT sector is liberalized and there is no market monopoly, Most areas in Uganda have access to a network coverage and this will improve overtime, rural electrification and non-grid power sources enable rural people to charge their phones all time.

What other initiatives like yours exist out there? How will you differentiate yourself?

There is a (U-report) initiative by UNICEF but this does not specifically focus on one service area. Ministry of Health through its e-health program has the M-TRAC initiative that enables patients to report disease outbreaks and provide feedback on health service delivery however this initiative does not have a health facility locator and is at its pilot stage. Internationally, the Gozee (www.gozeeapp.com) tool that operates in Uganda, Kenya does not use open data, thus has just a few health facilities listed, and runs on the webserver technology only limiting out the mobile telephone users. Our tool shall be well mapped and will cover most health facilities in the country through open data. Our innovation will be supported on multiple platforms so that service can be accessed by a wide range of individuals. Our tool will support the SMS short code platform for the simple mobile phones that don’t have access to readily available internet and are used widely in hard to reach rural areas

What have you done up-to date to test your idea with potential users? What learnings do you have to share?

We shared the idea with some pregnant women,adolescents, patients and some health facilities who are the potential users.They said that the tool was easy to use as it’s a three step process; i.e. download, install and use. The rural mothers said the sms hashtag (#) function was easy to remember. Some said it’s not complicated like using mobile money. Those who are ICT and English illiterate said it will be easy to learn because of the provision of the local language option. Some said that this tool will help them to report through a dedicated line in case they failed to get health care services as they expected. They think it’s a great tool that can save them when they are in labor, and during the early days of nursing and caring for the infants. Young people and adolescents were happy because they do not have to embarrass themselves narrating their reproductive health problems physically to health workers and at the end are not helped.They say there is more privacy consulting online.

Please tell us about each founder and their roles on the team. How do you know your founders and how long have you worked together?

Asiimwe Arthur:Aged 29 years,He attained a Diploma in Information Technology Science from UICT, joined Makerere University for A degree in Software Engineering. He has worked in various corporate companies Including National Water and Sewerage Corporation (NWSC), Uganda Breweries, Ministry of Internal Affairs. His role on the team is the Project Manager.
Ninsiima Tonny:Aged 28 Years old,He pursued a Bachelor’s Degree in Commerce. He has worked with Global Health and HIV/AIDs initiative as an intern student then Black Knight Investment as a Project Coordinator. His role on the Team is the Project Coordinator.
Akankwasa Catherine:Aged 27 Years,She holds a diploma in Business Administration -accounts and Finance acquired from UICT.She works as an Administrator at UTODA.Her role on the team is a Business development manager.The founders are well known to me as very hardworking, honest people with high integrity and result oriented team members we have worked together for close to one year.

Deogratias Lukyamuzi -A specialist with use of Open data, also a Community Development Consultant with over 15 years experience.
Dr. Muhanguzi Crescent-A medical Doctor at Mulago Hospital and a specialist in gynecology and general medicine.

Please describe each founder’s previous experience starting out a business or working in the area of sexual reproductive health? Or You can share anything impressive that each founder brings to the team.

Asiimwe Arthur:
He has 5 (five) years’ experience in business, entrepreneurship and civil society work. He will bring a tremendous contribution in developing a business model for the tool so that it is income generating and profitable. He will also ensure that the initiative is incorporated once it gets to win.
Ninsiima Tonny
He has 1 (one) years’ experience in project research while working with Global Health and HIV/AIDs initiative. He will help with open data research part on the team so that we have accurate data for the tool.
Akankwasa Catherine
She has 3 (three) years’ experience in administration, finance and accounting aspects she will help the team in development of the budget and managing the finances of the project.
